Jeff Hammarlund is an adjunct associate professor and Research
Scholar at the Mark O. Hatfield School of Government where he conducts
research and teaches courses such as the Politics and Science of Northwest
Salmon Recovery, Northwest Energy Policy and the National Policy Process.
He is also president of Northwest Energy and Environmental Strategies
consulting firm. Jeff served on the staff of the US Senate Energy and
Natural Resources (during the passage of the Northwest Power Act), as
a senior policy advisor with the U.S. DOE, and as director of energy
conservation programs for Southern California Edison. More recently,
he has worked as senior policy analyst for the Public Power council,
and has consulted with utilities and utility associations, Indian tribes,
environmental organizations and government agencies, primarily on Northwest
energy and salmon recovery issues Over the past three years, Jeff has
organized and directed conferences on the Future of the Columbia River and
Pacific Northwest Energy Policy in conjunction with Senator Mark
Hatfield, the Hatfield School of Government, and scores of government
agencies and stakeholder groups. He is co-author of The Political
Economy of Energy Policy and is currently writing on the governance
of the Columbia River and the on-going debate over future of the lower
Snake River dams.
