Dr. Doug Morgan is a Professor of Public Administration and Director of the Executive Leadership Institute in the Mark O. Hatfield School of Government at Portland State University.
Dr. Morgan’s scholarly work includes more than two dozen articles and book chapters on ethics, administrative discretion, civic engagement and public service. His article on "The Limits of Reinventing Government: What Middle Managers do in Local Government" received the Brownlow Award in 1994 for the best practitioner-focused article in The Public Administration Review. Currently Dr. Morgan is completing a Handbook on Public Budgeting and is coauthoring a major text under contract with M.E. Sharpe on The Foundations of American Public Service. http://eli.pdx.edu/erc
As Director of the Executive Leadership Institute, Dr. Morgan coordinates and participates in the delivery of more than a dozen leadership development programs for more than 30 federal, state and local public agencies in the Pacific Northwest. In addition, the Institute coordinates the delivery of an Executive MPA Program offered at various sites throughout the State of Oregon. His areas of teaching specialization and training include public sector leadership, ethics, budgeting, and law.
Dr. Morgan has been active within a variety of professional organizations. He has served as President of the Northwest Political Science Association and the Oregon Chapter of the American Society for Public Administration. He has served on the editorial board of Administration and Society and Administrative Theory and Praxis. In addition, he is active in a variety of community service roles. In the spring of 2003 Dr. Morgan was elected to the Portland Public School Board. Over the past several years, Dr. Morgan has served on more than a half dozen special purpose task forces and blue ribbon committees for agencies within the Portland Metropolitan area. These have included chairing the Public Review Utility Board for the City of Portland and serving as a member of the Regional Water Advisory Committee for the Water Bureau.
Over the years Dr. Morgan has served in a variety of academic administrative roles, including chairing three academic departments, two tours as a Dean, and a large number of oversight committees and faculty governing bodies.
Dr. Morgan has a Ph.D. and M.A. from the University of Chicago in Political Science and a B.A. in Political Science from Claremont McKenna. He spent one year at the London School of Economics and Political science and has participated in three post-doctoral fellowship programs.
For fun Dr. Morgan fly fishes and spends time with an active spouse of 44 years hiking, commiserating on the human condition, and socializing a grandson to the joys of nature.
