Certificate In Public Management

Certificate in Public Management provides existing and aspiring middle managers in public organizations the knowledge and skills necessary to be fully successful in carrying out their administrative responsibilities.

Center for

Public

Participation

The Center for Public Participation provides communication and information services for dialog between agencies, citizens, practitioners and public officials. CPP strives to fill the gaps in the practice of public participation by identifying and facilitating needed services. It is the only academically-based program focused specifically on the theory and practice of public participation.

Comparative Policy & Administration

Courses

Global Initiatives

The Executive Leadership Institute is engaged in numerous international partnerships. These partnerships have lead to a number of programs for government agencies, policy makers, researchers and advocates to increase capacity in managing global issues of leadership and governance.
E-Government As our population becomes increasingly reliant on the Internet to conduct commercial, educational, and personal business, opportunities for for electronic-based government are growing. In conjunction with GovernmentWise, Inc. the e-Government program was created to promote electronic government to policy-level decision makers. This program combines leadership, strategy, innovation, technology, and performance manangement to help public enterprises improve the way they work with their citizens, partners, suppliers, and employees.
Executive MPA The Executive Master of Public Administration is a selective program where you will take classes with a cohort of other seasoned peers. While rigorous, the program requires 45 quarterly credits rather than the 60 credits of our conventional MPA degree. It is designed to be completed in 24 months and provide experienced managers with the skills and knowledge necessary to address the emerging problems of the next decade.
 

Executive Seminar Program

The Executive Seminar Program is a professional education program for senior managers in public, private, tribal and non-profit organizations. The program uses live case studies of controversial natural resource issues as a focal point for leadership development.
 

Residency Program

The Hatfield Graduate Residency Program is a cooperative education partnership between Portland State University's Mark O. Hatfield School of Government and public and nonprofit organizations and/or community coalitions in the Pacific Northwest. These agencies provide paid residency opportunities in exchange for the services of highly qualified doctoral and advanced master's degree students.
 

Legacy Program

The Legacy Program for State and Local Public Service Leaders is designed to assist participants in using their leadership assets to transform individual and collective visions into institutional and policy legacies that enrich our state and local systems of democratic governance and their service to citizens.
Leadership Development Programs Leadership requires an understanding of how to design organizations and to manage structures, processes, and personnel for high performance, including such techniques as organization design, team work, goal setting, strategic planning, organizational development, and values management. Leadership Development Programs offered by ELI are developed around key modules which are tailored to meet the leadership needs of specific agencies and individuals.
 

Natural Resource Policy, Values, and Economics

The Natural Resource Policy, Values and Economics Program is a workshop that is part of the U.S. Forest Service Continuing Education Program. The course is offered at Portland State University and the University of Georgia on alternating years. The goal of this Continuing Education program is to enhance the productivity and effectiveness of professionals whose work involves or relates to management of rare plants,wildlife, and fish habitats. The Continuing Education Program strives to serve the people who care for the land and is designed to meet the training needs of entry-level and mid-career professionals. All resource areas are invited to attend, including natural resource professionals working in state, tribal and other federal agencies.
Leadership Education for Public Safety The Leadership Education for Public Safety programs use "real-time" cases to develop problem-solving skills essential for managing scarce resources, multi-tasking conflicting organizational demands, and undertaking community-centered policing activities. ELI's Public Safety Leadership Development Program consists of:

Watershed Management Professional Program

The Watershed Management Professional Program brings simple watershed concepts like land management and restoration as well as the everyday complexities underlying them, into sharp focus for professionals engaged in watershed protection, restoration and management activities.
