Energy and Water Resource Policy Case Study
A. Registration
Please complete the Non-Credit Registration Form and fax it to: (503) 725-5111. Fee: $1,050 (does not include travel and meals). Registration is due by October 9, 2009.
B. Hotel Accommodations
We have made arrangements for you to stay at The Quincy while we are Washington, DC. It is important that we all lodge at the same location due to the very full schedule we keep while in Washington. The hotel's contact information is:

A block of rooms has been reserved at the hotel for the entire group. Please arrive on Saturday, November 28, 2009. The program will start promptly with a bus tour beginning at 8:00 am on Sunday, November 29, so it is important that you arrive the day before. It is important that the group stay at the same location. In order to receive the reduced rate ($179 single king + tax), please refer to group name "Executive Leadership Institute at Portland State University " when making your reservations. Participants are responsible for making their own reservations and paying for their own rooms.
Reservations must be made by October 30, 2009.

C. Travel to and within Washington, DC
Flying to Washington, DC:
Please note: participants are responsible for making and paying for their own travel arrangements.
Events begin at 8:00 am on Sunday, November 29 with a bus tour of the city. Seminar activities will end on Friday afternoon, December 4. (There is the possibility of an optional White House tour on Saturday, December 5. This will not be confirmed until approximately two weeks before the anticipated tour date (in this case, November 20). In the event that we are not approved for a White House tour, an alternative cultural experience will be offered.)
Airport Information:
You can fly into Reagan National or Dulles airports.
- From National, share a taxi (~ $18) or take Metro (Blue line getting off at Farragut West).
- From Dulles share a taxi. The Hotel does not have its own shuttle.
- You can also fly into Baltimore/Washington International (BWI) Airport. You would then need to take a train from Baltimore to Washington, D.C. The Amtrak station is about a 1 mile bus ride from BWI and it is about a 30 minute train ride. Amtrak deposits passengers at Union Station, which has a METRO stop in it. Occasionally flights are cheaper into this airport, even considering the train ticket.
Local Transportation:
In D.C. we mostly walk and use the METRO. We may end up taking a taxi on occasion. If the weather is bad, you might elect to take more taxis. You can purchase a METRO pass on arrival at a METRO station. There is no need to rent a car, and it will be a hassle to find parking if you do. You can also purchase a variety of Washington METRO rail line passes on-line at the following address: http://www.wmata.com/. Please note that there is a difference between the passes for the bus and the subway. You can also choose between a fare card that has a set value, or a pass which will allow unlimited travel during certain times or for a week. Be careful to note whether you are buying a pass or card for the bus or train, you will be using the train on this course!
We walk everywhere. Make sure your shoes are comfortable.
The dress for our meetings in Washington will be business attire. Men should wear suits or sports jackets and ties. Everyone should bring a warm coat, hat, gloves and umbrella! Weather can range from warm and sunny to freezing and snowing.
D. Meals
The program requires three dinner sessions with speakers on Sunday, Tuesday and Thursday nights. These are part of the program and we assume you will be there. Unless you make arrangements with us 24 hours in advance, we will be charged by the restaurant for your meal and these charges will be passed on to you. Sunday and Thursday are fixed menu meals for about $30-$40 (not including alcoholic beverages or tip). Be prepared to make your contribution to the group in cash on those nights. We hope to be able to tell you the exact amount during the morning sessions.
Other meals are on your own. Breakfasts for $2.50 - $7. Lunch for $4 - $12. Dinner for $10 - $100!! (We know the cheap eats). We recommend that you buy breakfast foods and store them in your room refrigerator. Arts and entertainment are on your own. There are low cost things to do, but also extraordinary theater and music
E. Schedule
Important Dates
- October 1: Representatives of organizations participating in early registration (BPA, CRITFC and its member tribes, Public Power Council, and Portland General Electric) to provide Christine Hanolsy with a reservation request for a specific the number of seminar participants from their organization. Based on these reservation requests, ELI will be able to confirm the number of spaces available to each organization.
- October 9: Completed registration forms and payment due. Any of the spaces reserved for employees of BPA, the Public Power Council, and Portland General Electric, and for commissioners and employees of CRITFC and its member tribes that have not been registered and paid for by this date will be made available to others.
- October 22: Full day pre-trip session at PSU.
- October 30: Hotel Reservations due to qualify for reduced group rates.
- November 18: Second pre-trip session (approximately 2 hours in the afternoon) at PSU.
- Nov. 29 – Dec. 4: Visit to Washington DC; optional White House tour on December 5.
- January 13: Afternoon post-trip session at PSU.
The seminar includes a full day pre-trip session on October 22 (8 am-5 pm at PSU’s Smith Memorial Student Union Room 238) plus two additional hours on November 18 (exact times and room number to be determined). The post-trip session is scheduled for the afternoon of January 13 in Smith 238. Please make every effort to attend these sessions. Participation in the October and January sessions is expected and will greatly enhance your ability to understand, integrate, and make use of what would otherwise appear to be a bewildering level of information we will receive while in Washington; the November session is highly recommended but is optional for those who would need to travel long distances.
Our sessions in Washington DC begin with a bus tour of the city early Sunday morning November 29 and conclude late Friday afternoon December 4. In addition, there will be an optional and informal dinner and tour of the Adams-Morgan neighborhood Saturday evening November 28. We have also submitted a request for an optional tour of the White House on Saturday morning, December 5; we will not know if this request has been granted until November. We will plan a back up visit to another relevant site if our request is not granted. We will have a final schedule upon your arrival in Washington, D.C.
Regarding the Sunday bus tour: we will meet in the Hotel Lobby at 7:45 am and board a motor coach for a 5-hour tour of Washington, D.C. You do not have to pay for this service; however a few dollars for a tip to the driver would be appreciated (we will pass a hat). We also plan to visit a unique soup kitchen and you may want to give them a small donation (not mandatory, but again, we'll pass a hat). The Sunday tour will end at 1:00 pm back at the hotel. You will be free from that time until approximately 6:00 pm when we will meet for dinner at the Hunan Dynasty. You will be given directions during the tour. This is a good time to sightsee or grocery shop. The Sunday evening speakers know that this will be an informal dress day so there will be no need to return to the hotel and change.
The official program ends at the end of the day on Friday, December 4. Friday will be used for participants to make small group and individual appointments with colleagues and counterparts in D.C. Therefore it is important that you plan to remain in D.C. at least through the late Friday afternoon. A possible, optional White House tour is planned for the morning of Saturday, December 5. Due to White House scheduling, please note that this tour may not be confirmed until two weeks before (November 20 or so). We will inform you as soon as the tour has been confirmed; however, you may want to plan for the possibility by arranging your hotel and flights to allow for this unique opportunity.
