Registration and
Program Dates

The Legacy program offers two programs each year, one in the spring and another in the fall. The spring program is held at PSU while the fall program is sometimes held at different sites throughout the Pacific Northwest.
Dates for the 2002 and 2003 programs have been set:
- September 8-13, 2003 location Portland State University
The registration form cannot be submitted online. You must print it out and then fax or mail it to us. We suggest that you keep a copy for your records. Forms are due 10 days before the first day of the program. We do encourage you to send it in sooner as enrollment will be limited to 15 participants. A waiting list will be created for those whose applicaitons we receive after the first 15 have been accepted. Registration will be confirmed within one week of receipt of all required materials.

Accommodations and Meals |
When the program is held at Portland State University, participants will be housed at one of the nearby hotels, within walking distance of the campus. Participants are strongly encouraged to reside near campus in order to gain maximum benefit from daily interaction with colleagues and faculty. However, there is a discount for those who do not require housing (see application for more details).
When the program is held at an off-site location, lodging will be obtained and required for all participants. Non-housing discounts do not apply to off-site programs.
Most meals are provided from Monday dinner through Saturday breakfast.

Tuition |
Tuition is due upon receipt of the registration form (a PO is acceptable. We also accept credit card payments and checks). Tuition is $2,485 and includes housing, parking, class materials, and most meals. Tuition excludes participant travel. Participants may receive a non-housing discount of $385 if they do not require housing only when the program is held at Portland State University. Partial fellowships are available to those with demonstrated need. |

Sponsorship |
Typically, the applicant's agency agrees to pay the program fee, plus the participant's ongoing salary. It is important that the applicant be freed from all official duties during the program. Occasionally, applicants acquire a portion of their fee from local community organizations, clubs and memberships, as well as personal accounts.

Cancellation Policy |
A full refund, minus a $100 administrative fee, will be made for all cancellations received by the Executive Leadership Institute at least 5 days prior to the program start date. Cancellations received within 5 days of the program start date will receive a 50% refund. No refund will be given for cancellations after the program begins.

Portland State University |
PSU is located in downtown Portland. The west campus is pleasantly landscaped, with a great deal of open space reserved for pedestrians and bicyclists. The east campus is a continuation of the downtown grid with the extension of Portland's transit mall serving as a central spine. PSU is within walking distance from City Hall and Portland's Civic Center. It is within a few blocks of the Portland Art Museum, the Oregon Historical Society, Portland's Center for the Performing Arts, the Willamette River, theaters, restaurants, and shopping.

Hatfield School of Government |
The Hatfield School of Government is a curricular unit of the College of Urban and Public Affairs at PSU. It houses three divisions: Administration of Justice, Political Science, and Public Administration. It also has 4 institutes and public service units, one of which is the Executive Leadership Institute (ELI). ELI runs the Legacy Program which supports the Hatfield School of Government's on-going efforts to enhance democratic governance, develop responsible citizenship, and improve the quality of public service.
