Program Faculty and Staff
Each seminar session is based on individual speakers and panels who are connected to the case study. The faculty assembles the relevant experts and perspectives to provide the full picture of the case study. These presenters are assembled by the program’s director and the associate director of the Executive Leadership Institute:
Mike Crouse, Director, Executive Seminar Program
After his retirement from federal service, Mike took over as ESP program director for the 2008-2009 seminar. Mike has worked for several federal agencies during his 36-year career as a field biologist, researcher and most recently as an assistant Northwest regional administrator with the National Marine Fisheries Service. He has also served on the program’s board of directors for several years. Mike has a B.S. degree in biology and a M.S. degree in fisheries biology from Oregon State University.
Craig Shinn, Associate Director, Executive Leadership Institute
Craig W. Shinn (B.S., University of Maine; M.P.A., Lewis & Clark College; Ph.D., University of Washington) is also director of the Public Administration and Policy Ph.D. program. He teaches environmental and natural resource policy and administration, policy analysis, and organization theory and leads training programs for resource agencies through ELI. His research interest centers on questions of environmental governance, with particular focus on how policy agreement is created and sustained in society. He coauthored Rural Resource Management (1994), co-managed the Oregon State of the Environment Report (2000), Review of U.S.D.A. Forest Service Community-Based Watershed Restoration Partnerships: Analysis and Recommendations (2002), and most recently co-authored Foundations of Public Service (2008).
Ward Armstrong, Director Emeritus, Executive Seminar Program
After serving nearly a decade as Program Director, Ward continues to provide advice on case studies, assist in expanding the breadth of class membership, and explore the level support for an alumni program for ESP past participants.
