Craig Shinn

Dr. Shinn is the Director of the Public Administration and Policy Ph.D. Program, and Associate Director of the Executive Leadership Institute of the Mark O. Hatfield School of Government at Portland State University. He teaches environmental and natural resource policy and administration, policy analysis, and organization theory and leads training programs for resource agencies through the Executive Leadership Institute. He co-authored Rural Resource Management (1994), the Oregon State of the Environment Report (2000) and most recently Foundations of Public Service (2008).

Elaine Hallmark

Elaine Hallmark is the Director of Oregon Consensus in the National Policy Consensus Center at Portland State University. Oregon Consensus provides a neutral forum for Oregon public bodies and stakeholders to resolve conflicts, make decisions and develop public policy. Ms. Hallmark is an attorney who has served in many positions as a member of the Oregon Bar Association. In addition Ms. Hallmark was the founding Chair of the Oregon Dispute Resolution Commission.
