Mark Chubb joins the Executive Leadership Institute with more than 25 years of experience in the fire and emergency services of both the United States and New Zealand. He held the rank of assistant commander in the New Zealand Fire Service and served as chief fire officer of Christchurch immediately prior to joining ELI. Mark’s previous work experience includes service as executive director of the Southeastern Association of Fire Chiefs, where he also coordinated fire service involvement in the development of the first integrated set of building and fire codes for the United States.
Mark earned a master of public policy degree from Victoria University of Wellington and a bachelor of science degree in fire science from the University of Maryland University College. He has also completed post-graduate studies in public management and executive leadership offered through the Australian Institute of Police Management.
Mark’s scholarly interests include alternative regulatory models, naturalistic decision-making, community engagement processes, participatory monitoring and evaluation of public services, the application of risk management techniques to resource decisions and public service ethics. Mark’s past research activities have included case studies of major fire incidents, the development of investigative resources for fire investigators, the examination of alternative funding sources for fire services, fire service communications, and the development and application of performance-based building regulations.
In addition to his research and teaching duties, Mark participates in a number of professional and community service activities, including the Institution of Fire Engineers, the American Society of Public Administration, and the Institute of Public Administration of New Zealand. Mark also serves on the editorial advisory board of Fire Engineering magazine and is a regular contributor and blogger for Fire Chief.
In his spare time, Mark enjoys spending time supporting the sporting interests of his two active daughters with his wife Alice Ann, and likes to take the occasional flyfishing trip with ELI and Mark O. Hatfield School of Government colleagues.
