Hatfield Graduate Residency Program

The Hatfield Graduate Residency Program is a cooperative education partnership between Portland State University's Hatfield School of Government and public and nonprofit organizations and/or community coalitions in the Pacific Northwest. These agencies provide paid residency opportunities in exchange for the services of highly qualified doctoral and advanced master's degree students. If desired, cooperating agencies can also obtain supervisory assistance for residents as well as technical assistance from senior staff and faculty within the Hatfield School of Government.


The objectives of this program are:
  • To provide meaningful service to public, non-profit organizations and community coalitions in the region.
  • To provide doctoral & advanced master's degree students who qualify for the program with significant educational & research opportunities through paid work experience.
  • To provide residents an opportunity to clarify career goals, directions and motivation by participating in a professional development program that integrates significant work experience with systematic self-assessment.
  • To attract to the Pacific Northwest highly qualified students for careers requiring a strong service ethic.
  • To recruit a racial, ethnic, and socioeconomic diverse pool of candidates for careers devoted to community service.

Benefits received by participating agencies are:

  • Highly skilled residents with clarity regarding career goals & motivation.
  • If requested, close supervision of residents and/or technical assistance by professional staff & faculty from the Hatfield School of Government.
  • Opportunity to observe potential employee performance prior to possible employment.
  • Timely, flexible and affordable resources to address agency problems.

The requirements of the residency program include:

  1. A clearly defined project.
  2. A specific agency contact.
  3. Flexible time commitment with an average of 20 hours/week for a minimum of 12 weeks.
  4. Interviews & selection of residents by placement organization.
  5. Placement agency payment for services.
  6. Negotiated hourly rate for student based on qualifications & experience.
  7. If requested by placement agency, supervision of residents or technical assistance can be provided by the Hatfield School of Government.
  8. Residents will participate in a structured Professional Development Program provided by the Hatfield School of Government to clarify resident career interests, goals and personal motivation.


Residents may work on projects in any of the following areas, or other areas defined by the placement agency and agreed to by the Executive Leadership Institute:

Strategic Planning
Program Evaluation
New Program Development & Finance
Support to Special or Standing Committees
Coordination of Interdepartmental Projects
Program Management or Implementation
Support Services (e.g., human resources, budget analysis, risk management, etc.)
Other projects as identified
